Definition: A situation when an employer refuses to allow workers into their place of work until they agree to various conditions.

1. Purposeful and necessary, in the employer's opinion.

2. Dispute existed or areas of disagreement were known. And the conditions were made known to the employees before act is done. That is, a threat of a lockout was earlier made to labour.

3. Loss or losses is/are or will be suffered by the employees as a direct result of offices being inaccessible.

4. No unplanned loss is suffered by employer. That is, no damage happens to company or private property, and sales, productivity, etc. do not suffer as a result of stoppage or closure.

5. Situation lasts for duration desired or considered adequate.

6. Serves purpose(s) or achieves objective(s).
