Lip service
LIP SERVICE

Definition: If somebody pays lip service to something, they say that they approve of it or support it, without proving their support by what they actually do.

1. Purposeful and necessary for the person who merely talks.

2. Some gain is made or secured, or a promise of a benefit is expected, from merely talking or saying approval/support.

3. Talk or approval will be unequivocal, though this is not meant.

4. Action(s), in contrast to talk, brings a bigger gain for talker.

5. No sanction, punishment, etc. will be suffered, in the short run, by 'loudmouth'.

6. A loss will be suffered by those who believe or believed talk and invested hope in the promises, assurances, etc. made.

7. No justification, excuse or explanation can be given for change of mind. That is, person can fulfil 'pledge', if he or she wanted to.

8. Reputation or standing of the unreliable person will be negatively affected in the long run.
