Purposeful and necessary. 2. Quality is measurable and/or assessable. 3. Secured, protected and insured. That is, quality cannot be successfully attacked or manipulated, especially from the outside, such that, thereafter, excessive force will be required to do thing. 4. Permanent, pegged or fixed.
