Definition: [ ~ (for something)/ ~ (to do something) ] The state of being legally responsible for something.

1. Purposeful and necessary, whatever this is.

2. Legality is specific and identifiable. That is, fact is stated in a statute, an official rule, a formalized regulation, etc.

3. State or responsibility is not possible, strictly speaking, to be shared with another or passed on or delegated to another.

4. There will be no loophole to exploit to avoid responsibility.

5. State (= law) has (= prescribes) a sanction for dereliction of duty or shirking of responsibility.

6. There is a full awareness of the state, even as being unaware will not be tenable in law. That is, person with responsibility needs no reminder or refreshment of memory to do 'work'. That is, unpreparedness or absence of readiness cannot be claimed, and therefore, no excuse can be given for failure to be responsible.

7. No provision in the law to destroy or damage thing, as a way of avoiding duty, unless the specific requirement - task - to do is destroy or damage thing.
