| LEGISLATURE Definition: (formal) A group of people who have the power to make and change laws. ______________________________________________________________________ * All eleven elements should be in. 1. Purposeful and necessary. 2. Power (= authority) is based on a legitimate law. 3. Powers are specific and identifiable. That is, there is a list or there are particular areas where enactments and amendments can be made by people in group. 4. Group is elected, selected, appointed, etc. fairly and satisfactorily, in the opinion of the generality of the citizenry, members, etc., of country, association, etc. 5. Group is organized and well-structured. (To emphasize.) 6. Respects the laws they make. And the group as a whole follows its own standing rules, regulations, etc. That is, procedures adopted to pass new laws and change old ones are never illegal. 7. Members in group are subject to the renewal of membership mandate, from time to time, as may be established by the law. 8. Does not abuse or misuse power or refuse to use power during a legislative session. That is, must perform its roles before end of a parliamentary/legislative year. In other words, makes the right laws and effects the appropriate changes, where necessary. 9. (Reserved.) (If body of persons is bicameral, or made up of many chambers, they cooperate with each other for the benefit of the led.) 10. Power is not exercised only to the exclusive benefit or advantage of members. And the priority of group should be the people on whose behest they have been given responsibilities (connect to #8.) 11.
