| LEGISLATION (2) Definition: The process of making and passing laws. ______________________________________________________________________ * All nine elements should be in. 1. Proposal or request is submitted to, or an agitation or a formulation is raised or made by, the body with authority to make and pass law. 2. Submission or delivery of proposed draft is made to the organs of the group responsible for processing the making and passing of a law. 3. Processes and procedures - reading, public hearing, referendum, etc. - as established by the relevant legislative rules are complied with or fully observed. 4. Objections, debates, reservations, condemnations, etc. are listened to and noted and listed in the Hansard or the lawmakers' records of proceedings. That is, process must not be discriminatory or unjust - it should be open to all; poor or rich, the educated and not-so-bright, etc. to make inputs and/or contributions, as desired. 5. On conclusion of preliminary 'works', a draft bill is presented to the members of the group with authority to make and pass laws, as a whole body. 6. Vote is conducted on the draft submitted. And voting is transparent, announcement of vote count is open and timely, and the AYES or majority should 'win' the day. 7. (Reserved.) Formalization, including publication, circulation, publicity and/or public enlightenment, etc. of the new law is embarked upon by the appropriate agencies/organs of government/association. 9.
