Purposeful and necessary, liked or not ! 2. Specific and identifiable. That is, can be sighted in a statute or the appropriately codified laws. 3. Legislation was error-free. That is, process of making and passing particular law cannot be faulted and proved as an illegal. In other words, the judiciary will restate the validity of the (a) law, where or whenever an interpretation is sought. 4. Ordinarily brings no unplanned loss, especially for those on the right side of the law. And imposes no 'burden of proof'. That is, state is proved with little or nothing, apart from the law. In other words, no military power or physical strength needed. 5.
