| LATENCY (1) Definition: The state or quality of being in existence, but not yet very noticeable, active or well developed. ______________________________________________________________________ * All seven elements would be in. 1. Purposeful and necessary, known or not quite obvious. 2. Quality is specific and identifiable, even though slight. 3. Existence of quality will be measurable and/or assessable. 4. Quality is permanent - won't disappear or be extinguished. 5. Desirable - will not be wished to be destroyed or diminished. 6. Quality cannot be advanced or hurried to be noticed quicker, or to grow faster, or to be more active. That is, quality will be present on its own terms; uncontrollable. 7.
