Purposeful and necessary for who deliberately causes particular situation (connect to #2). 2. Act takes place at the right period to help achieve goal(s). 3. Area of land covered will be the appropriate one. 4. Water is of the right quality and will be in the right state. 5. Covering remains in place for period of time desired. 6. No unplanned loss, disadvantage, etc. will be suffered as a direct consequence of 'flooding'. 7.
