INTERREGNUM (1)

Definition: (formal) A period of time during which a country, an organization, etc. does not have a leader and is waiting for a new one.

1. There is a certainty that leader is no more - won't resurface, stage a comeback, be reinstated, etc.

2. Arrangements will be in place, or process will be set in motion, during period to select, appoint, elect, install, etc. a substantive leader.

3. A temporary occupant - acting, regent, vice, deputy, etc., - is in position as head or 'leader' during period. (To emphasize.)

4. No serious happening or event - war, takeover bid, liquidation or administration, etc., - that will require the approval or authorization of a substantive head, to give activity a stamp of validity, occurs during period.

5. No serious loss is suffered by country, organization, etc. during the interval. That is, no persons or institutions take advantage of situation to inflict a damage on the collective.

6. Period lasts for a short duration (connect to #4). And new leader installed or elected is the right one (to emphasize).
