Approved and and/or authorized by the local, municipal, state, or federal authority, as applicable. 4. Properly and fully equipped to meet the special needs of the inhabitants - inmates or residents. 5. Appropriately and adequately staffed. That is, the personnel are qualified and suitable to provide the right kind of care. 6. Staff and management are efficient and effective. (To emphasize.) 7. Place is clean, neat, tidy and hygienic. 8. Structure and its environment are safe, secured and protected. 9. Regulators, inspectors, assessors, etc., etc., monitor the place thoroughly, regularly and constantly. 10.
