Not desired or purposeful, even if necessary. 2. Specific and identifiable. That is, thing will be clearly known not to work, so that energy or resources are not spent trying to make use of thing. 3. A loss is suffered as a direct consequence of being not active. 4. No serious deterioration or further damage can occur to thing as a result of it being not in use. 5.
