Will serve a purpose and is a necessity. 2. Legal, not a banned, prohibited or illicit item. 3. Has or will have a market. That is, will not be rejected by citizens of the country it is brought into. 4. Will be beneficial, usable or useful to citizens of the importing country (connect to #1, to emphasize). 5. Brought in timely (and lawfully) to help serve purpose(s). 6. Competitive in terms of price, quality, etc. with similar product or service in the country that it is brought into. 7. Full payments of all lawful taxes, duties, etc. have been made. 8. Product or service will have no negative effect on the economy or trade relations, the environment or ecosystem, the society and/or the politics of importing country. 9.
