Definition: (of time) The state of not being spent doing work or something in particular.

1. Work or particular thing needs to be done, either voluntarily or as a duty, compulsion or exaction.

2. The wherewithal to do work or thing is/was possessed. And no encumbrances or impediments are present during period.

3. Nothing serious or important, that could be considered a viable option, an alternative or urgent priority, was done during period that work or particular thing was left unattended to.

4. State lasts for duration considered appropriate (connect to #6).

5. A loss, unplanned expense, embarrassment, disgrace, etc. will arise and/or be suffered by who let time slip by, as a direct consequence of inaction.

6. The work or particular thing will still have to be done at a later time or date, by whoever or whatever.
