The appropriate authorities, or the powers that be, will be aware of dissatisfaction, disaffection, disgust, angst, disapproval, etc. expressed. 7. Protest lasts for an adequate period to make meaning. And action will be insistent, consistent, persistent, etc. while emotions are being expressed. 8. Serves purpose(s) or achieves goal(s), without an unplanned loss being suffered by members of the public. 9. Strong protest will not need to be repeated in the future (connect to #6).
