| HOUSE OF REPRESENTATIVES Definition: (usually - the House of Representatives) The largest part of Congress in the US, or of the Parliament in Australia, whose members are elected by the people of the country. ______________________________________________________________________ * All nine elements should be in. 1. Purposeful and necessary (to emphasize). 2. Established by the relevant laws of country. 3. All its members are duly elected, with none having his/her election still being contested. 4. Not in competition with the Senate (if available). 5. Does not flout the Constitution or laws of country. 6. Never passes a defective enactment or an unconstitutional law, that will end up being nullified by a competent court. 7. Vibrant and effective, while its mandate lasts. That is, acts as a check on the executive, whenever necessary. In other words, assertive and recognizes or observes the doctrine of separation of powers and also passes progressive legislation. 8. Does not flout its own rules or standing orders - forms quorums, obeys regulations, commits no illegalities, etc., etc.! 9.
