HOLDOVER (1)

Definition: (North American English) A person who keeps a position of power, for example somebody who had a particular position in one administration and who still has it in the next.

1. Official, officer, appointee, etc. is effective and efficient, in the opinion of appointing/retaining authority.

2. Did nothing underhand, or immoral such as blackmail or bribery, outside his or her scheduled duties, to retain position.

3. Will not be sacked or dismissed in the end; may be reshuffled after some time to a related post or position. That is, may resign of own accord, but won't be kept in position against free will or be demoted to an inconsequential position, after a reshuffle.

4. Does not get to retain position on the fulfilment of certain conditions such as becoming a member of the (new) party in government, making a pledge to the appointing authority, etc.

5. Becoming 'near-indispensable' does not get into his or her head and make official or appointee to misuse power/authority.

6. Person will groom appropriate subordinates to be able to carry on with duties and responsibilities, in case or when he or she becomes permanently unavailable. (To emphasize.)
