| HALF MEASURES Definition: A policy or plan of action that is weak and does not do enough. ______________________________________________________________________ * All eight elements would be in. 1. Not deliberately formulated or planned (to emphasize). That is, the intention was to have an effective policy or plan of action. 2. There was no constraint from developing a good policy. That is, support, resources, time, etc. were provided for policy maker(s). 3. Weaknesses are specific and identifiable from or during the execution of 'failed' policy or plan. 4. A loss or losses will result from weakness, for the generality of people or organizations involved in or connected with policy or plan. 5. (Reserved.) (Some people who can manipulate system(s) - weakness - will benefit from 'bad' policy or plan of action.) 6. Operates for a limited period of time, before irreparable damage is done (connect to #7). 7. Can be stopped or reviewed, on the realization that it achieves little. And will accordingly be reviewed, reformed or improved to achieve initial aims(s). 8.
