| GUTTER (3) Definition: (usually - the gutter) The bad social conditions or low moral standards sometimes connected with the lowest level of society. ______________________________________________________________________ * All five elements would be in. 1. Generally undesired by those inside or involved. 2. Not seriously discouraged by the popular ethos or customs and traditions, or by the extant laws in particular society. 3. Situation and condition are stifling, discouraging, annoying, depressing and appalling. 4. 'Gutter' is not and cannot be full. That is, decay or decadence will always exists in particular society. In other words, conditions will not be deliberately improved on by the authority or government, and immorality will not be fought against, concertedly, by the public or the citizenry. 5.
