GROUNDING (2)

Definition: The act of keeping a plane on the ground or a ship in a port, especially because it is not in a good enough condition to travel.

1. Purposeful (to emphasize).

2. Considered a necessity, by the authority, to ground vessel.

3. There is s basis for decision. That is, test or evaluation, warning or advice, information or data, etc. was conducted or had, before order is made.

4. Loss will be suffered, by intended passengers, plane/ship owners, etc. as a result of inability to fly or sail. (Connect to #7.)

5. Effort to secure an airworthiness or seaworthiness certificate will be on from the moment plane or ship is grounded.

6. Plane or ship will be grounded for a duration considered manageable (connect to #5).

7. No passengers are inside the vessel during the period that plane or ship is not allowed to fly or sail.

8. Decision achieves objective(s).
