Purposeful and necessary. 2. Specific and identifiable as a solid surface. 3. Measurable and/or assessable. And/or, that is, can be accessed. 4. Not under the threat of an earthquake, flood, tsunami, etc. 5. Safe and secured, even if not under human protection. That is, its ownership is not under dispute. 6. Has some benefits or will have some usefulness. That is, there is something that can be gained from, or made use of, inside solid surface. 7. Not shaking or vibrating, unless ... . And nothing planted under hard surface, that is hidden from and/or unknown to man and animal, to make place deadly or dangerous. 8. Surface is in the best condition possible, or in state desired - rough or smooth, wet or dry, grassed or sandy, etc. - to help serve purpose(s). 9. (Reserved.)
