Purposeful and necessary to start proposed project. 2. The amount will be enough to have some desired impact. 3. Spent or expended wisely, even if it's on promoting publicity. 4. Source(s) and/or cost of funds will make economic sense. 5. Intention would be to fully recoup, or refund, initial outlay. 6. Investment made achieves goal(s), exactly as desired/designed. 7.
