Definition: The situation in which a large amount of water, especially from rain, a sea or river, lake, etc., fills or overflows and covers an area that is usually dry.

1. Purposeful and necessary, even if this is unknown to man.

2. Predicted or foreseen and, therefore, prepared or planned for.

3. Evacuation, etc., as necessary, takes place before deluge arrives.

4. Destruction or damage caused is minimal and does not include a loss of human/animal lives (to emphasize).

5. Excess water flows for a short and manageable duration. That is, water will recede eventually before serious hardship - starvation, epidemic, etc. - sets in for those affected.

6. Filth, deposit, dirt, etc. left by deluge is cleared and disposed promptly and appropriately.

7. (Reserved.) (Some use is or can be got from the excess water.)
