Definition: A sum of money that must be paid as punishment for breaking a law or rule.

1. Purposeful and necessary, even if money is in the pocket or purse !

2. Punishment has a basis. That is, order for a payment is based on a law, code of conduct, an extant rule or applicable regulation, etc.

3. Amount is substantial. That is, offender will not deliberately commit or repeat the same offence again, because sum that will be paid is insignificant to him or her (connect to #9, to emphasize).

4. Will be paid as stipulated - time, currency, etc. - by the authority awarding punishment (connect to #2 & #5).

5. Payment will be made with genuine currency or valid financial instrument(s).

6. Person fined paid from his or her own resources.

7. A lesson would be learned by the payer (offender).

8. Sum paid is used appropriately by the receiving authority - not embezzled, misapplied, misappropriated, etc.

9. Payment is an NOT an alternative to another form of punishment, even if sum that must be paid would not be paid. (See definition.)
