Formats and modalities of the proposed merger are tabled and discussed among the prospective partners/cooperatives/members. 4. Agreement and a determination is reached by the intended partners. 5. Processes - voting, referendum, etc., as necessary - are fully complied with, as stipulated by applicable law(s), rules and regulations. 6. The series of acts/actions are recognized and endorsed by the relevant authority/authorities, regional blocks, associations, etc. 7. Legality or formality of existence is established, by the proper enactment of a specific law, official signing and/or ceremony, etc. 8.
