FEDERALISM (1)

Definitions:

i. The federal system of government.

ii. A political system in which separate states are organized under a central government.

1. Purposeful and considered necessary by its practitioners.

2. Voluntarily entered into or agreed on (to emphasize).

3. Guided by a Federal constitution that clearly defines and delineates exclusive and concurrent responsibilities of the states and the central government.

4. Respects the concept of the separation of powers.

5. Observes some principles of resource derivation and revenue sharing, as agreed between the constituent parts (= states) and the central government (= federal), as enshrined in the supreme law (= Constitution).

6. The general pool of the commonwealth must be under the control of an elected/appointed/selected group of the representatives of the federating units and the central government. And the resources should, therefore, benefit all.

7. The central government must not be so powerful that the states are kept in the union against their wishes. That is, there should be a possibility of getting out of the federation, if so desired by one or more of the constituent parts.

8. Each state in the union has some measure of independence to deal with other political and/or economic units outside the system, within legally allowable limits.

9. The whole organization (= country) is strong and indivisible. That is, no likelihood of the structure being overrun by an enemy country/state of being dismantled by mutual consent. In other words, its armed forces are powerful and the political leaders - in government and/or opposition - truly patriotic.

10. System is practised holistically. That is, no sign of a unitary or other type of political system is brought into play in the art of governance of country.

11. Equity, fairness, justice, etc. reigns supreme in the land, for the benefit of all.

12. System serves purpose(s) or achieves objective(s).
