| FAILED STATE Definition: (informal) A situation, or condition, in a state or country in which the basic institutions of government have collapsed, making governance decisions very difficult or impossible to make. ______________________________________________________________________ * All twelve elements would be in. 1. No law and order. That is, civil war, terror, piracy, etc. reigns. 2. No functional judicial system (connect to #1 above the line). 3. No collective purpose(s) or goal(s), except perhaps for only those benefiting from the failure (of the state). In other words, purposeless. 4. No real, true help, support or encouragement from allies, neighbour(s), the International community or organizations etc. ________________________________ NO SOUND SYSTEM IN PLACE. 5. No centrally organized armed forces (and/or if in existence, not effective or efficient). 6. Concentration of power (coercive force), of great measure, resides in or with anyone and/or group of persons - warlords, militias, gangs, cabals, ethnic nationalities, etc. 7. No common treasure to 'hold' or keep people 'forcefully' together. 8. No properly organized economic system(s). _________________________________ WHAT EXISTS IS EITHER CHAOS OR SOME SILENCE OF THE GRAVE.
