Purposeful (to emphasize). 2. Considered a necessity to provide thing(s). 3. Thing is completed, not an on-going project or a work-in-progress. 4. Has clear rules on its use or usage, hiring or patronage, availability, timings, fees (if applicable), etc. And the particular purpose(s) of its establishment or creation is/are known by the end users, be this a private or public thing. 5. Safe, protected and secured to use, display, etc. 6. Neat, clean and tidy, especially before it is employed or engaged. 7. Ownership and/or management of place, structure, etc. is not in doubt (connect to #4). And the managers are efficient and effective. 8. Accessible or reachable, whenever desired, wherever located, but subject to applicable terms and conditions. 9. Thing or what is provided by particular thing is useful or usable, and of the best or an appropriately desired quality. 10.
