Purposeful (to emphasize), whatever. 2. Considered a necessity to perform act. 3. Obstacles, if any, are completely removed. Or waivers, exemptions, etc. are granted. Or explanations, breakdowns, etc. are provided and obtained or made available and accepted/understood. 4. Requirements and procedures are met completely and orderly, not partially or haphazardly. 5. Act or process is started early and completed timely. 6. No illegal, unauthorized or unapproved measure is applied to achieve goal(s). 7. A gain, profit, benefit, saving, etc. of time, space, resources, etc. accrues from the situation. 8.
