EXPROPRIATION (1)

Definition: (formal or law) (of a government or an authority) The act of officially taking away private property from its owner for public use.

1. Purposeful and necessary, in the estimation of the government or an authority, to deprive a citizen of his or her property for the good of the public.

2. There is no viable alternative in the circumstance, in the opinion of government or authority.

3. Processes and procedures - request, notification, discussion, publication, notice, enactment of law, etc. - are in line with the relevant laws or rules and regulations.

5. Some reasonable compensation will be paid to property owner.

6. Use to which property will be put will be exclusively to the public's benefits.

7. No damage or injury occurs to owner(s) of property in the process. That is, no use of force is involved in converting ownership or in securing possession.

8. Act, that is, the confiscation or seizure, cannot be ruled as illegal in a court (to emphasize, connect to #3).
