Has a purpose for living in another country. 2. Considers it a necessity to be away from home. 3. Knows his or her roots - has a country of birth or naturalization. 4. Not in country illegally. And not on exile! 5. Not involved in any sort of illegality. And fulfils all his/her obligations as a foreigner. In other words, obeys all the laws of host country. 6. Contributes to the progress and advancement of host country. 7. Contributes, in whatever positive way, to the development of motherland. That is, where applicable, repatriates profits, etc. 8. Person achieves objective(s) of living outside, whatever this/these is/are. 9.
