Purposeful and necessary for person to be away from own country. 2. Has a justification. That is, there is a basis for voluntary or forced departure. 3. Person is law-abiding in the new country. 4. Positively and productively engaged in new country, even if not very happy or fulfilled. 5. Thinks of the motherland, even if not planning an immediate or early return. 6. Does not become a traitor to the motherland (to emphasize). 7. Has a plan on how long to stay in new country, whether hoping to return, get a pardon, or ... . (Connect to #5.) 8.
