Definition: A large number of cases of a particular disease happening at the same time in a particular community.

1. Forecasted. That is, outbreak was foreseen before arrival, even if unprepared for!

2. Cases are being promptly and appropriately attended to by the relevant health and/or medical professionals.

3. Situation is controlled or controllable. That is, cases can be effectively managed such that disease is prevented from spreading to a neighbouring community.

4. Losses - sicknesses, deaths, declining productivity, etc. - are great in the situation.

5. Lessons are learned from the calamity. That is, problem is studied and something positive is learned therefrom - to help prevent a repeat in the same proportion in the future.

6. Ends on time. That is, measures adopted are effective, resulting in a quick resolution of crises.
