Members are competent - by way of experience, status, qualification, etc. and duly nominated or appointed. 7. Support, help, assistance, etc. is provided for the member(s). That is, the wherewithal to perform task efficiently and effectively is provided by the authority establishing body. 8. There is a thoroughness in the investigation, search, questioning, study, research, etc. 9. Work is completed timely (connect to #4). 10. Report is submitted appropriately. 11. (Reserved.)
