| ENCROACHMENT (2) Definition: A situation when a thing begins to slowly cover more and more of an area. ______________________________________________________________________ * All seven elements would be in. 1. Purposeful and necessary. 2. Specific and identifiable. That is, thing can be seen as it continues to spread over area. 3. No unplanned loss arises from spread, whether act or process is authorized or not. 4. Spread occurs at the right pace and time (connect to #6). 5. Thing is unstoppable or uncontrollable. (To emphasize.) 6. Gets to the level or stage desired at any particular period. That is, covers area required, until the thing is exhausted. 7.
