Purposeful and considered a necessity to completely surround person or thing. 2. Act or process is authorized or approved (where necessary). 3. No possibility of a disappearance or escape in the situation for who/what is surrounded. 4. No unplanned loss, embarrassment, damage, etc. is suffered by who or what is encircling. 5.
