| EMPIRE (1) Definition: A group of countries or states that are controlled by one ruler or government. ______________________________________________________________________ * All nine elements should be in. 1. Purposeful and considered a necessity, by the member-states, to be and remain under one group. 2. (Reserved.) (Ruler or government is considered to be right for the inhabitants, kind and benevolent, populist and progressive.) 3. No part of or member in the group is planning a separation or is desirous of 'going it alone'. And no referendum on a desire for independence is being contemplated or ongoing. 4. United and strong, even if it has no expansionist ambition. 5. Group is developing economically/technologically and is advancing socially, having a minimum acceptable standard of living for the citizens and respecting basic or fundamental human rights. 6. Its policies and programs are protective of the environment and the ecosystem. 7. Group exists for the period of time as desired by members. That is, the situation or arrangement has a provision for a decision to consider separation. 8. Group of countries or states is peaceful and safe to live in, especially in regards to the relationship with her neighbour(s). 9.
