Purposeful and believed necessary for the emperor or empress. 2. Powers/authority will be unlimited, tenure/mandate indefinite. 3. Control or governance will be with an iron fist. Or thought so. 4. Period will be survived. That is, ruler would die on the throne. 5. Believed somehow that ruler's reign brings development to empire. 6.
