Definition: The process of choosing a person or a group of people for a position, especially a political position, by voting.

2. There are legal rules governing the act/process.

3. Rules are solid: written and documented and known by the participant(s) and officials.

4. Rules are obeyed all through by all the concerned parties (before, during and after, as applicable).
