| DUMPING GROUND Definition: A place where something that is not wanted is dumped. ______________________________________________________________________ * All twelve elements should be in. 1. Purposeful and necessary. 2. Specific and identifiable as designated spot for waste (= garbage, rubbish, etc.). 3. Measurable and assessable. 4. Appropriately located. 5. (Reserved.) (Place is available, not by agreement or approval but because there are no laws in area (or country) or the existing laws are unenforceable or are not being enforced. 6. Never revisited by dumper for the purpose of retrieving something that was earlier dumped. And person/party that dumps pays no 'price' for the wrongdoing. 7. Always with some space “left” for more garbage. 8. Immediate surrounding of dump ground is unhealthy and of no serious use. 9.
