Purposeful and considered necessary (see definition). 2. Well-built. That is, structure is solid. 3. Dimensions are right for the number of people expected under its roof - without the substitutes! 4. Appropriately located. That is, distance from pitch is as approved by the sports' governing body. 5. Properly furnished and/or equipped - benches, chairs, etc. 6. Area around the structure is demarcated. 7.
