DRYNESS (10)

Definition: (of a place or an environment) Being without alcohol, especially where it is illegal to buy, sell or drink alcohol.

8. Lack of alcohol and/or presence in place lasts for a period considered tolerable. (And no possibility of bootlegging, no availability of a viable substitute, etc.!)

9. Situation achieves objective(s).
