| DETENTION CENTRE (2) Definition: A place where people are kept in detention, especially people who have entered a country illegally. ______________________________________________________________________ * All nine elements should be in. 1. Purposeful and necessary. 2. Would be possible to confirm, in place, alleged unlawfulness, especially about the non-genuineness of a visa, travel certificate, etc. 3. Procedures in place for the handling and treatment of 'illegals' are not illegal. (To emphasize.) 4. Place has a neat, clean and tidy ambience and environment - will not pose a health risk to detainees. 5. Secured, protected and safe - with no possibility of escape or rescue of the people being held. 6. Treatment meted out to detainee in place, will be humane. That is, conditions therein will not be like those in a 'Guantanamo'. 7. Has facilities that will enable detainees to contact and/or communicate with, or have access to their relations, lawyers, etc. 8. Organized effectively such that repatriation processes will be quickly or promptly concluded. (To emphasize.) In other words, staff or employees, equipment or facilities, etc. at centre will be efficient and effective. 9.
