Administered effectively, regarding command and control. 5. Activities therein are useful for the recruits and soldiers. 6. Serves purpose(s) whether in peace time or during a war. 7. Environment and neighbourhood won't be disadvantaged as a result of choice of location. 8. Safety and security will be guaranteed while a recruitment, training and keeping or safekeeping is on. 9.
