| DEMOCRATIZATION Definition: (formal) The act or process of making a country or an institution more democratic. ______________________________________________________________________ * All fourteen elements should be in. 1. Purposeful and considered necessary by the powers or authority effecting act or process. 2. Legal impediments and restrictions are gradually being dismantled and thereafter, completely removed. 3. Space is created for more participants or new entrants or for reentry into the democratic process. 4. Rules and regulations, guidelines and qualifications, etc. governing political activities are continually being relaxed (connect to #2 & #3). 5. Openness, transparency and accountability, especially by the people in government, are continuously improved upon and sustained. 6. Rule of law assumes a paramountcy. That is, justice, equity, fairness, etc. reign supreme in country or organization, ensuring good governance and/or improved productivity. 7. Choices made by the people/public through lawful means, especially during elections, referendums, etc. are respected - not disregarded or annulled - by the powers that be. 8. Independence is total for the judiciary, legislature and executive - even as each arm of government believes in and practices separation of powers. 9. Processes and procedures, where applicable, are subject to debates or negotiation, lobby/networking, compromises or consensus, etc. before a policy is adopted and implemented. 10. Certain basic and inalienable rights, privileges or freedoms are protected and guaranteed in country or organization. These may include, but are not limited to, rights of association, religious liberty, expression or protest, etc. of citizens and/or workers. 11. Sanctions for undemocratic, despotic and autocratic acts are clearly stated in the statutes. And severe, but legal punishment is meted out when these breaches occur. 12. (Reserved.)
