| DEMOCRACY (1) Definition: A system of government in which all the people of a country can vote to elect their representatives. ______________________________________________________________________ * All seven elements should be in. 1. Purposeful, even if not considered necessary by some ! 2. The people decide the kind of government they want - through a referendum or plebiscite, national conference, etc. (where this is not a settled issue). 3. No sane or naturalized citizen or national of the country is disenfranchised, in a referendum or an election - be person a foreign resident, or on death row, a sex offender, or a traitor, or disabled, or ... . ______________________ IT IS THE PEOPLE, ... (nascent or established). 4. The ballots of the citizens or nationals count in an election, be this a general election, rerun or runoff (to emphasize). 5. The representatives and the elected government(s) rule according to a constitution - not by the ruler(s)' whims and caprices - or as agreed to, by a majority of the people (connect to #4). ______________________ NOT THE LEADERS, ... (parliamentary or presidential). 6. The country's criminal justice system is effective. And there is proper and efficient separation of powers in place. That is, equity, justice, fairness, etc. reign supreme in the country or nation state. 7. Serves purpose(s) or achieves objective(s). That is, the generality of the people benefit from the laws made and executed or interpreted. That is, good governance is the outcome of campaigning and voting. In other words, there will be no clamour for a change of the system of government, by the public (= citizens) of the democratic country. ________________ ...
