Definition: (formal) A speech or piece of writing that strongly expresses feelings and opinions: a set speech in public.

1. Purposeful and considered necessary to speak or write in particular way.

2. Feelings and opinions are genuine, true and unmistakably strong.

3. 'Everything' is 'out'. That is, talk or write-up is complete and comprehensive.

4. Made (delivered) or written (or dictated) by the person having feelings and opinions.

5. Expression achieves desired effect(s), whether positive or negative, whenever delivered, whoever the audience/reader/listener.

6. No unplanned loss arises from speech or writing. And what is said or written is not regretted or withdrawn afterwards.
