Definition: People or things that have become useless or unnecessary in an organization.

1. Cannot be easily gotten rid of (connect to #5).

2. Resources are still allocated or spent to keep people or things, until ... (to emphasize).

3. Conspicuous. That is, people or things are visible, not hidden, and occupy vital or valuable spaces, positions, periods, etc. And may, additionally, demand for attention, notice, etc.

4. People or things have no nuisance value! And cannot be redeployed or resold; retrained or repaired, to thereafter serve any useful purpose(s).

5. People or things would not voluntarily or easily leave or disappear, but would not resist a dismissal or removal. (Connect to #1.)

6. People or things will eventually go away or give way, forcefully or naturally.
