DEAD LETTER (1)

Definitions:

i. A law or an agreement that still exists but that is ignored.

ii. If you say that a law or agreement is a dead letter, you mean that it still exists but people ignore it.

1. Law was enacted for a purpose and agreement entered for a reason. And believed a necessity to have the law in books, or to leave agreement intact.

2. Law was not newly promulgated. Or agreement was not freshly signed.

3. Its non-compliance or non-observance will bring no serious unplanned loss to society, group, parties, organizations, etc. And no official(s) or person(s) will be sanctioned for not enforcing law or for not observing the provision(s) of agreement.

4. Specific statute will not be reviewed or reexamined; arrangement or contract will not be redrafted or renegotiated. State will, therefore, cause no wonder, though situation may constantly be in the public domain.

5. Won't be 'buried'. That is, law will not be repealed or abrogated. Or agreement won't be cancelled or revoked.
