| COUNTY COUNCILLOR Definition: (in Britain) A member of the group of people elected to the local government of the county. ______________________________________________________________________ * All nine elements should be in. 1. Purposeful and necessary - to serve and provide leadership. 2. Election of this person was conducted freely, fairly and transparently. That is, member won squarely. 3. Member is not a lawbreaker! (To emphasize.) 4. Person has specific, delegated responsibilities - not at the mercy of another or other members of a 'committee'. 5. Does not collude with others to condone a crime or pervert the course of justice (connect to #3). 6. Member is not a contractor! And does not practice cronyism. 7. Person is not corrupt or dishonest or untruthful or undisciplined. 8. Member is not ineffective. That is, does not slow down the progress of the group. In other words, member is a team player. 9.
